Just forget about the pre-installed *flat* dictionaries.
As stated in the very last sentence of the Wiki it is also possible to
provide the pre-installed dictionaries as extensions.
And meanwhile it was decided that using extensions even for the
pre-installed dictionaries is the way to go because it has some unique
advantages compared to flat-file-installation:
a) versioning of dictionaries (you additionally need to add a
   description.xml file to the dictionary to have this working)
b) the office can look up the repository and inform you of available
   updates for your dictionaries.

Thus even though the part about pre-installed flat dictionaries is still
correct I should probably remove it since it was decided meanwhile that
we do not like to go along that path.

Have a look at the other posting from Laurent.
He said that he likes to work on a php script that does all the work to
create the extension from the dictionaries.
Thus I think we do not need a new template right now.
