For the time being: yes.

But up to OOo 3.0 it is planned to implement 'live-update' i.e. it
should work without restarting the office in the end.
(As it should for all extensions)
This will probably be done as fix to issue 84385.

That's great. And quick too! :-)

Does someone know who is maintaing those download pages of the extension
project?
Since there will be a lot more dictionary extensions in the long run it
would be nice if there could be a separate section just for those
dictionaries. That way it would be easier to navigate through all the
extensions.
