not quite sure I understand the difference between the current phone method and 'exposing the payment data to them for 'manual' processing.' but what you could do is get an account with a payment gateway and then most I have seen have an admin site which allows you to process payments - its intended for corrections and one-off fixes, but if your volumes are low it may be sufficient without any additional programming.
