Time To Live. This is decremented by each router a packet passes through. The point being to stop packets getting caught in routing loops on the internet ad infinitum. When TTL reached 0 then the packet is dropped. Tracert makes use of TTL by sending ICMP packets to the destination initially with a TTL = 1, then 2, then 3 and so on. Each time the packet dies an ICMP echo gets returned to the originator along with the IP addy thus generating a list of all routers that a packet passes through en route to its destination.
