So what drives the 'market-clearing' rate down?
(a) Employers willing to hire less experienced people for the same role?
(b) Project sponsors wanting a better ROI on projects (and unwilling to
start projects at all if they cannot - on paper - get it)?
(c) Greater supply of genuinely experienced people?
(d) Other...(you tell me)?
