This appears to be as simple as it gets. Why can't HAL read this?

Based on this validation it passes.

Excuse my ignorance but what is HAL?

The point I was trying to make is that your CF output should be as simple as
possible and that you should rely on CSS (level 1) stylesheets to implement
your site design.

Well that's what I am trying to do at the moment :)
