Now that this thread has been going for a while I shall throw in my two peneth. I have been Telecommuting for the past 7-8 months and it has worked great for me but there has to be flexibility on both sides. In particular, I must be prepared to travel to the client at least once a fortnight, probably once a week to provide updates, talk over concepts, brain storm etc to ensure I am producing the proper product. This is usually overcome by producing detailed specs in FliP (wireframes, etc).
And so what if I do a job in 4 hours when you have paid me for 8. If you were happy to accept the quote then you should be happy to pay it (generally speaking, If I do overestimate a job by a vast amount I WILL give this back to the client, or part of it anyway ;) but I often do a lot of free work before and after the project in the form of scoping, implementation, tweaks and improvements. I have now been contracted at the client site which seriously disrupts my family life as it means I am now doing 12 hour days (including commuting 3-4 hours a day) and I am whacked out but the job would be impossible to do from home so they reimburse me with a hefty wage. Like I say, this type of work requires trust on both sides so I can understand if there is a certain amount of suspicion. Its all about proving your ability to do the work and this comes from portfolio's and references and in my case a busy agency backing me up. Applying it to IT - employer can assume that if I successfully worked for 5 companies then I probably will work OK for 6th too. Telecommuters can be managed only if you are 10 finger keyboards typist. This is primary skill needed for managing telecommuters, i'm not kidding. In general, it isn't a problem to manage overseas stuff once you dug in, the problem is to want to try it.
