If I understand you correctly:

1. You want to ensure the user has Flash Player 6 or later installed
2. You are using the current version (i.e. MX 2004) of the Flash
Detection Kit.

This being the case, you just set the appropriate attributes of the
object tag containing the Flash movie (i.e. contentVersion,
contentMajorRevision, contentMinorRevision).

You can do this by editing the HTML directly, or by using the Flash
authoring tool (MX 2004). Also see:
