I see intermingling of the target audiences in these issues. There is issue 
that more affects developers (smoke test, repeated downloads of RCs, etc) and 
there are issues that affect final users and those downstream with the public 
release (tgz vs zip, Javadoc, etc).

Both camps are in favor of smaller downloads I am sure, but not being explicit 
about it is what's muddling the discussion. For my target audience (users), any 
incremental improvement (decrease in size) would be good news as long as it 
does not break anything. Hence, that pushes Javadoc as the most important 
issue, even if it is not the maximum impact on size overall.
