Hi Nawab,
I would start by looking at {{SolrIndexConfig#buildMergeScheduler}}
We can provide an argument like "mergeThrottle" boolean variable and use that
to create the merge policy
It will be also nice if Solr can INFO log when merges are being throttled.
Currently it's only available via infostream logging but that prints a lot more
information.
