Uploaded updated patch with "ioThrottle", that's what CMS is printing in its
logs. Though I am not very sure whether we should expose this parameter as the
numbers says otherwise.
Merging happens in seperate threads and doesn't interfere with the threads
which creates and writes segments. So even if we provide this option to the
users, they STRICTLY shouldn't expect much improvement.
