I am working on {{master}} branch. I verified the patch is in sync. Regarding
the name, {{enableAutoIOThrottle}} is better. I picked the name from
ConcurrentMergeSchedular code, we can do: {{doAutoIOThrottle}} use the actual
param's name itself, so it relates obvious?
