I am not sure at all about a "no change" requirement, take as an example my collection of jigsaw pieces (http://clipart.nicubunu.ro/?gallery=jigsaw). Is pretty dumb what I did: a complete set of pieces in each color, instead of letting the user modify it and use his own choice.

I think "no change" requirement is not big problem from the end user point of view. They usually want to use things, to create their own documents or templates (for us) :o) Others might want to change, but they might be so skillful to create something new. I can agree with Cisco to save their icons in original form. If I had a good clipart set with (de facto) standard graphics I doesn't want to be modded by someone... But you can enjoy my files/templates/sources where you able to modify and make they better...
