On the grounds of number of pages, MS OOXML must be better than ODF ;-)

Structure and organisation are important. Ask yourself how a complete
beginner would access this documentation and how easy it would be for
them. What about an experienced programmer but on a different project?
What about reference for an experienced OOo developer?  Probably
different versions of the documentation are needed for different
audiences but re-writing it is something that needs specific knowledge
so probably relatively few people could do it.

They probably have other priorities. I know at least one developer that
would not want to develop for OOo specifically but might well do things
that are indirectly beneficial to the project. Flexibility and lowering
barriers to participation are key issues in attracting more support.
