We already have a twitter and social media platform through the Otto's Club. However the thing with an app is to basically concentrate all of the different news like template and so forth for users to simply get all their info.
However like I mention this could be done already through a custom webapp that work similar to netvibes and concentrate information all around the OOo space through a Dashboard design for mobile screens.
