Hello KAZ (or should I call you Terada-san, I know very little about
Japanese customs), hi all!
Most of you know me, but let me introduce myself in a few sentences:
I've been one of the most active contributors in the OpenOffice.org Art
project (http://marketing.openoffice.org/art) for several years and
tried all this time to improve the common look and feel for
OpenOffice.org throughout all the visual appearances of our product and
our community. About half a year ago we started a new marketing
sub-project, the Branding Initiative
(http://marketing.openoffice.org/brand) in order to establish a strong
and consistent branding for OpenOffice.org. This initiative is still
working on the basic guidelines for our branding, but hopefully we will
be able to define in a few weeks, how our logo and central graphical
elements should be used.
A broader effort will be necessary to define a consistent general visual
design for our website, the product and all the appearances of
OpenOffice.org in public.
This would mean to align the at least the top pages of the different OOo
websites with general elements, page formatting and so on, leaving
enough space for individual / project related design.
Therefore it is necessary to work collaboratively on this general
approach - together with web designers and artists from all the
different native-language and other projects. The place to work on this
task is the website project with relevant input from the Branding
Initiative (definition of the basics might go the other way round).
Funding of individual web design seems not to be the way to go IMHO, and
I don't think that this is meant by the budget definition.
As our web design needs continuous work and improvement, it is necessary
to attract people to join for a long-term commitment. This can't be done
by any single time payment.
A much better approach is to mention relevant contributors actively and
allow them to refer to their work for OpenOffice.org:
"I've been in the team that updated the central representation of
OpenOffice.org worldwide" (with link to the official credit page) might
lead to more positive reactions than a fund - and to more contributors
in future.
I'm very lucky that you wrote:

Perhaps the way I describe might lead to the results we want to achieve.
Please forgive me if my mail sounds negative, I really appreciate your
effort!
Best regards
