Is it really worth bothering? I see no positive aspects, apart from saving some bytes of space and a few words in the pom and/or assembly descriptors. OTOH, you'd make us depending on the presence of a "modern zip implementation", which Unix distributions tend to have not. I''d strongly recommend to keep tar distributions.
Note, that you could also say that "modern unarchives seem to be able to extract tar files" and recommend to drop the zip distribution with roughly the same likelyhood to be correct.
