What are the hardware specs for the VM you would prefer (CPUs, memory, disk,

Once I have these details I could request a VM for you.

Another option is to use https://ci-builds.apache.org/computer/arm4/. It is a 
shared ARM64 VM for all Apache projects. You may need to contact Apache Infra 
team to see how to make use of it.
