> Is the ICLA issue shared among PPMCs?

Each committer needs to sign an ICLA in order to contribute code at the ASF. 
They may be a concern of who owns the code in the code base if not all the 
committers have signed ICLAs and a software grant wasn’t received. I’ve not 
looked into the details for this project.

That’s up to each committer or the PPMC to sort out. The main point of the 
incubating process his for the podling to become self dependant.

All initial committers are PPMC members, after than some people may be voted in 
as committers or PPMC members.

> What is the process that authorize PPMC membership?

Previous reports can be found here [2] and this is where the new report needs 
to be added [3]. Most of the discussion are here and on general@incubator. Use 
pony mail [4] to search for them.
