Oliver, the ASF does not require a formal vote on a matter such as this.
The discussion in this thread clearly shows more people in favor of
removing jars from svn. This thread is in itself an informal vote. You
voiced your objections, and those objections I believe were taken into
consideration.
Sean has been EXTREMELY helpful and energetic in the Myfaces project and
has demonstrated good judgment in the past. If removing the jars from
svn causes undue problems in the future we can always revert back to
including them.
Lets get back to the business of improving Myfaces :-)

You propose to follow the "formal and informal practices of the other
projects" so please take yourself literally and do it the ASF way: start
a formal vote on the topic.
