+1 for separate taglibs (finally I am allowed to vote ;-) ), the main reason
for this is, that
the tobago components overal to a certain degree functionality wise
yet they cannot be mixed with tomahawk for now.
Also we might get other component libs in the long run under the myfaces
umbrella...
Id say that a different taglib compatible to the myfaces core
is a good idea.
