I (and AFAIK, much of the MyFaces PMC) thought so, too.

We only recently heard of this IP-clearance thing, after we went with
Tobago through the normal incubation process.

I think that for the codebase coming in, both makes sense and is
possible. For making sure that a community is built up, the normal
incubation procedure would be better.
