It is up to the release mgr.

the (main) problem is, that people are expecting *stable* APIS from releases.
(wasn't always the case... ;-), but they expect it)

interesting idea;

I was also in the NEVER boat, in the past, but Bernd is right, that a tree
will never be tested (that much), when it is in sandbox. Putting some
notes (this component is not stable / experimental) in the TLD/Java DOC
I think we/you are fine.

if we go your path, the folks that *simple* update Tobago, may get unexpected
results, not sure if that the way is, we/you want to go.

deleting a sandbox component is not a big deal, IMO
