It depends on the nature of the fork.  But this is why we have been
having the discussion (intermittent, interrupted, prolonged) regarding
the lmits of freedom for any localization group: to see how serious the
localization changes can be before it is really deemed to be a fork.
The history of the discussion is on releases@, and involves JA and IT
projects. It was then moved to the ESC.  Sophie raised it as an agenda
item last session. My guess is that it will continue to be unreported on
for a while.

What I have proposed is that we define the limits of freedom for any
localizer (and other). The ESC is rightfully the group to make that
decision.  However, the ESC, I believe, does not see this as an issue.
Perhaps I am wrong. Pavei? (Anyway, I didn't see it quickly going
through the meeting logs.)

That has been the discussion before, basically, with some provisos.  My
own preference is to be more liberal and to permit the localization
groups freedom to deploy that which is necessary, provided that it is
either purely for their group and doesn't affect the source (in short is
not really a fork) or if it does, that any change be made permananent
and be folded back into the source.
