Another point: should the answers to those questions matter?

I mean, if making a NK l10n is dangerous, it would be dangerous regardless 
of who makes it. If making a NK l10n is safe, it should be safe regardless 
of who makes it. Right?

It so sad that there is so much animonisty and fear in this world. It's sad 
that we can't escape it.   :(

Interesting. Would that work? Does SK have the same legal restrictions that 
make this not possible for a US citizen?

I'm not Jeongkyu, but I like this idea. At least, in that it's better than 
anything I can think of.
