No. Only in this case as it already has been clear that the RC doesn't
have any chance to be released as final.
"Real" release candidates should be announced of course. If the annouce
would have been made before the problems were raised, then everything is
fine. But knowing about the problems and announcing it nevertheless -
this should be avoided.

They only fixed a cosmetic problem, not the "real" thing.
