I wouldn't count Japanese to CTL-scripts.
AFAIK Japanese has one glyph (graphical representation) for one
"symbol/character", whereas in CTL-languages the characters are modified
either by accents or by context (where in the text does the character
appear).
And with accents in this case I don't mean stuff that simply is put
above the other character like you would lay two transparent sheets over
each other. But letter without accent looks like "X" whereas accented
letter is displayed as "Y".

But that's only my interpretation...

According to OOo's definition in the Help, RTL-languages are also
counted as Complex Text Laout.

But japanese is in a special group in OOo anyway (CJK/asian)...
