A lot of people use similar arguments for not switching from Microsoft
Office to OpenOffice.org and also for not switching from Windows to
Linux ;-). The cost has to be weighed against the benefit. Personally I
don't know enough about it to make such a decision but we do need to be
careful about assuming that because something is difficult it shouldn't
be done.

Absolutely, but there needs to be some debate to establish this. Maybe
this isn't the best list but it seems relevant maybe as a starter since
it came up here in context. Maybe the discuss list?

So will subversion do everything CVS does and more? What are the
benefits of using subversion? Will it enable easier participation? If it
got one person full-time commitment, a cost of 3 man months seems a
fairly low price to pay. If on the other hand several CVS die-hards
leave, it could be counter-productive.
