I agree. As much as I like distributed systems, we can't forget the development model that OOo is coming from. It's very centralized and slow to change. Going from CVS to a decentralized system might be too big a jump, even if they are technologically superior. If that's the case, that removes every alternative to CVS except for Subversion.

From a code-base size POV, Monotone and Subversion should both be fine. And perhaps Darcs too (there's a mirror of the Linux kernel in Darcs).
