If possible could you test the dev build at https://github.com/apache/netbeans/pull/7029 (direct link in PR comment) and confirm you're getting new projects set up with Gradle 8.6 with that? This is the fallback path that should ensure new projects are set up with the latest Gradle version. It's still the intention (reviews permitting) to upgrade the Tooling API to 8.6 in rc3. This PR build is prior to merging that to see if the fallback path that should have been kicking in is working properly now.
