Massive +1 to replacing Services by Favorites in the default tabs.  As
you probably know, as I've said this to you in at least two other
places recently! :-)

Favorites is becoming more important with the support for project-less
Java files, and we should make it easier for beginners to find.
Getting it to open with first file would be even better.  I can't
remember the last time I used the Services tab for anything, and I
don't think it's that useful for initial usage.  Anyone who needs it
probably knows where to find it.

I think the naming is awkward, but we may be stuck with that now?
Ideally Favorites would be called Files or File Browser, and Files
would be called something else.  Something like Projects, Project
Files and File Browser could be something to consider.  It can be
branded in the nb cluster if need be.  Let's not forget that people
find the current naming and purpose of the various tabs confusing -
eg. https://github.com/apache/netbeans/discussions/6387 and various
other posts over the years.
