The Payara NetBeans IDE Plugins releases are plain plugins but also bundles of Paraya and NetBeans called 'PayaraPlugins.1.6.with.Apache.NetBeans.IDE' (there are bundles for Apache NetBeans 9 and Apache NetBeans 10).
