Perhaps we could find a way to make this easier… (maybe even effortless?)
through conventions.

Something like this:

   - Label related wiki pages with the issue key
   - Make a widget for Confluence that displays link(s) to any JIRA issues
   within the page's labels.
   - Make a custom field (or plugin) within JIRA to display links to any
   Confluence pages labeled with the issue key.
   - Create a cron job that watches the mailing list(s) and adds
   automagically adds a comment to the JIRA ticket with a mailing list link
   whenever a new thread is created with a subject starting with an issue key
   *or* a message body contains "@jira link FOO-123".

Then we'd have our linkages by simply following the convention of labeling
pages & prefixing e-mail subjects with the issue key (which wouldn't be a
bad thing even without the tweaks above) and, when a mailing list discussion
ends up generating an issue or somebody forgets to follow conventions within
the subject, it would only require a reply with the "@jira link FOO-123" to
make the link.
