Your account should have sufficient privileges. I noticed this blog post was written for Nexus 1.1.1, and we are on 1.9.2, so the UI might have changed. It looks like what you need may be found by clicking/highlighting the repository in question, then looking at the "Artifact Upload" tab in the lower half of the screen.
