That is due to the simple fact that this vm is not in ldap nor does it run
puppet, These are not mandatory (only makes life easier). infra wanted to
deliver the vm to AOO, so that hey were not hindering the project in making
releases, AOO can if wanted add ldap and puppet.

just look in the mail archives, there you will see the original proposal
for this from me and the ok from infra, but nobody was interested in
helping so it silently died.

Theoretically tethys is still AOO hardware should anybody have the desire.
