It appears to me that this,

Is a JIRA query, and not a separate JIRA account.  If I look at the list it 
shows issues from VXQUERY, TIKA, THRIFT, SLING, SAMZA, PDFBOX, etc.  If I go to 
VXQUERY-131, I see an Improvement type Open Issue with labels gsoc, gsoc2015, 
Hadoop, mava, mentor, and xml.

I assume one would not open an issue of this kind without an implicit offer to 
mentor.  

What am I missing?

Is there another JIRA project that can be used by participants on projects that 
do not themselves use JIRA?
