We use the COMDEV JIRA in case, as Uli pointed out.
I assume one would not open an issue of this kind without an implicit offer to
mentor.

You are missing nothing and you already got the key information straight:
1) We don't need random ideas but self-contained projects feasible in
the Google Summer of Code timeframe.
2) People proposing a project should be able to actually complete it on
their own in order to qualify as a mentor. A mentor without the needed
skills is not useful.
