Just to be perfectly clear, I agree with you 100% here.
The feature announcements are very nice, and I think they will attract
attention from the community--I know they do for me--and they should
have a clear and easy channel for someone to provide feedback, if they
want to. There's no need for the developers to wait for anything.
I don't know exactly what such a channel will look like--you know your
process and can choose what's appropriate. The possibilities you
mentioned look fine to me.
