Only reply to mailing list address (was Re: [Dev] On voting [VOTE])

A related issue is that when someone replies to a mailing list post, 
they often "reply-all" which sends a message to both the mailing list 
and the original author -- thus the original author gets two copies.  
Perhaps we could try to get people (myself included) to only reply back 
to the mailing list address?  That would cut down on duplicate 
messages.
