Can other iCal users talk about whether they've noticed this bug and if you have, how much of a problem is it for you? Would a slightly faster start-up time be worth losing item selection across sessions in the short-term?

I don't use iCal, but one of the nice touches in my favourite PIM program, EccoPro, is how it saves the state of the session when I exit it. Which, admittedly, is not often, because I rarely log out or shut down my computer, but EccoPro goes a step further and does this at the file-level, so when I reopen a file, it's all there the way it was when it was last closed. It just kind of shows attention to detail and a commitment to make things as painless for the user as possible.

On the other hand, EccoPro is amazingly fast compared to most modern applications (it's from 1997, and correspondingly small since it had to run on ancient hardware), so it's hard to say whether I'd rather have a <1sec startup time or remembering the session state.
