I agree it's not the desired behavior, but if people feel like the resulting "longer" start-up time is a worse usability problem, then it might be worth doing.

Can other iCal users talk about whether they've noticed this bug and if you have, how much of a problem is it for you? Would a slightly faster start-up time be worth losing item selection across sessions in the short-term?

I'm a regular iCal user, and I have not noticed it, even though I typically quit and restart the app multiple times a day. The reason is that the things that are important to me are: reminders, my schedule (usually just for the next day or two), and my next actions. None of these requires tracking the selected event/task in the app. Also, updating my calendar typically takes 30 seconds or less, so I don't have to deal with switching context much, which is something preserving selection helps with.

In the case of an email client, I would be pretty upset with losing the state of open composition windows, for example, because often there the tasks (like composing a reply to an email) persist between quit & restart.
