I wouldn't be surprised the iCal developers would consider this a bug. Since the way their application is written, it probably requires a bunch of extra work to remember state and I wouldn't be surprised if they just haven't gotten around to doing that work. Anyway having the application look like you left it is usually considered the correct behavior.
