Since JAXB is being dropped from Java SE (deprecated in Java 9, removed in Java 11), I don't think that this will be a problem. There may be other marshallers out there, but the more immediate problem is that we need to remove all JAXB code from POI because we can no longer rely on the JVM implementation, and the JAXB project is GPL code.
