You said IPA fonts were not freely distribuable
Nevertheless, wa can add them as a font set inside FontOOo
If we can mirror them, it is better but FontOOo as been designed to retreive fonts directly from a web site. The question remains the reliability of it

I have created a personal patch to solve the problem at the time of OOo 1.1.2 using Osaka font.

My change for OOo installer is as follows (This is the same patch sent to Eric a few days ago).

1. Put fondu to /Applications/OpenOffice.org1.1.5/program/ in order to extract Mac OS X's fonts with post install script. Note that binary version of fondu (040925) has a bug, so need to use the one from source (041222).

2. Apply patch to /Applications/OpenOffice.org1.1.5/share/registry/data/org/openoffice/ VCL.xcu to use Osaka font for ja-jp.

3. Apply patch to custom.css in /Applications/OpenOffice.org1.1.5/help/ja

4. Apply patch for /Applications/OpenOffice.org1.1.5/OOo_Admin.app/Contents/Resources/ Scripts/main.scpt to extract Mac OS X fonts using fondu into /Applications/OpenOffice.org1.1.5/share/fonts/truetype.

I just added the issue #54535. This should solve the installer's Mojibake, and enable to use relatively high quality font for Japanese editing.
