NeoOffice/J 1.1, the sibling to OOo, uses ~/Library/NeoOfficeJ-1.1. So similar location is possible. However, the Neo/J decision might have been influenced by problems with spaces in the path name (i.e. I think they initially used ~/Library/Application Support/...).
Looking at my computer's Library -folder, it seems that
1) ~/Library/ mainly contains Apple's own apps
2) Preferences -directory has lots of single XML files (.plist), and also a few sub-directories
3) Application Support -directory includes app stuff with more complex directories and files.
So I'd still vote for "~/Library/Application Support/", so that the ~/Library/ stays less cluttered. Also, since fonts are also included, I really do not think "Preferences" -directory is a good place.

Anyways, it's better that at least something is decided rather than not making one at all.

For #2, Library/Preferences/OpenOffice.org 2.0 should be o.k..
For #3, Library/Cache/OpenOffice.org 2.0 would be optimal, I don't know
whether it is possible yet to split them out of the tree
I think File of type #1 also should go into
Library/Preferences/OpenOffice.org 2.0, because if people only save the
content of "Preferences", they would loose their additions to
dictonaries etc.. AFAIK there is work in progress to extend the
components using those files to be able to merge a shared and a user
specific file, so that the files in the users directory only need to
contain the differences.
Addons and other extensions should probably go into "Application
Support", but again it is not clear to me if this can be done at all in
OOo 2.0.
So what about Library/OpenOffice.org 2.0 as a compromise ? Even Apple
Apps (Mail and iMovie for sure) do it this way.
