I'm very sorry but I cannot reproduce what you've seen. I've checked
this on Windows using the French languagepack that I uploaded to
oootranslation.services. After installation I started the application
once, modified the GUI language in /tools/options/language
settings/languages to French and then restarted the application as
adviced. Afterwards all menu enties and dialogs were localized in
French. I've checked writer, calc, impress, draw, and math.
