Certainly not. However, "TCM testing" can be also translated as "testing using the Test Case Management tool".

The TCM system can be used for any types of test, functional test, localization
test, release sanity test, and so on, including automation test with qatesttool:
Test case xxxxx: Step 1. prepare qatesttool. Step 2. Run xxxx.bas. like that.

How about naming this test 'localization test' [1] in place of 'TCM test' ?
The name "TCM testing" has been in use for quite a while. I agree that it can be confusing for newcomers (as you wrote in your first post) but changing "TCM testing" to "Localization testing" can be confusing for many people as well (Where is our TCM testing gone?).

I vote for "TCM Localization Testing" not in the meaning "testing of localization of the TCM tool" but "testing of OO.o localization using the TCM tool". For the other we can use "TCM Release Sanity Testing, etc.).

My 2 cents...

It can make people confused or misunderstood.

We test some targets for some purpose using test case scenarios stored in the 
TCM.
We do not test the TCM system.

An appropriate name might take after a name of target and/or purpose of test,
not a name of tool.
