I realized that many issues are waiting for a comment from the issuer, who will probably never reply. What should I do with those issues? Should they be marked as INVALID? After how mush time?

Depending on the description, you should set resolution INVALID or WORKSFORME. Use INVALID if the description is unclear. Use works for me, if the description is clear but you cannot reproduce the problem.
