Real-life: To test whether the build will run, the developer would need

If he/she has such a system, it is very likely that it is capable of
building OOo and its probably faster to build it directly, instead of
waiting for the buildbot build to finish (and wait until it finished
uploading - since that can take as long as building), furthermore: in
the case of a build-breaker that time waiting was wasted.

I don't think it is a sensible thing to do. It is only sensible if the
slaves that build OOo host the downloads themselves. Otherwise it just
is a waste of bandwidth.

For special requests, there are the buildbots. [1]
The purpose of tinderbox status in EIS, the main status of tindebox as
it is (should be) used within OOo now is to assure buildability, not to
ensure that the code works as expected.
As this thread showed, even assuring this is (still) quite an effort, is
not something you can take for granted and for this reason I don't like
to cover anything else yet.

[1] there is no infrastructure to request special builds of a tinderbox
buildslaves, but of course it would be possible to set one up.
