But it have no any effect on the document when I choose any of the
paragraph style.

I tried to select the "Grid" button in "text grid" tab in this dialog, and
check "Grid" in tools->Options->OpenOffice.org Writer->Grid. Still nothing
happend.

So, who can tell me, how to make this "Register-true" work? Or where to get
the specification?

"Register-true" is only of use when printing on both sides of a page. It is intended to ensure that the lines of text on one side line up with (or register) directly with the text on the other side.

It also effect a page or section layout with two or more columns.

 You will only see a
difference with double-sided printouts, but the on-screen display will appear to remain unchanged.

For columns you see it also on screen.

 As far as I am aware, there should be no visible grid,
since (provided that I understand the implementation correctly), the changes (if any) to the line spacing (leading) is done when the document is being prepared to be sent to the printer.

There is no visible grid. The baseline of the reference style is used to align the lines. This is already done on screen.

If you have only lines, which vertical spacing fits to the baseline grid of the reference style, you will see nothing. But try this:
Make a section with two columns.
Enter dummy text and set it to paragraph style "text body".
Add some headings into the text, using "heading 1".
Now you can see, that the base lines in the two columns are not at the same vertical position. Now go to page style and enable "register true" with reference style "text body".
You can watch how the vertical positions are adapted.

In good books the layout is always "register true". If you have double sided pages and no "register true", then the text of the back side will shimmer through to the white space between the lines of the front page. That would be irritating and ugly.

Other programs like QuarkXPress do not use a reference paragraph style but a document wide baseline grid for this purpose.

Enabling "register true" might give surprising effects with bullet lists, because the character height of the bullet is greater than the height or the normal text.

Unfortunately I do not know the correct technical terms for all that typography.
